I've hit this bug recently and I've tried the latest, attached ebuild. No releases have been made in the meantime, but the package author has changed homepage (and, consequently, download location).
I've modified a little the ebuild by Stephan Haller, I'll upload my one in a few moments.

dev-libs/libmpq-0.4.2 - updated version

Ebuild for the latest version (0.4.2) of dev-libs/libmpq, based on the previous one by Stephan Haller

This package is only a library; the tools to actually extract data are in another package. I've submitted a new ebuild for it (app-arch/mpq-tools) in bug 274303 and I've put it as dependent on this one.
