when trying to emerge openocd, I get:

and indeed:

# grep KEYWORD /usr/portage/dev-embedded/openocd/openocd-9999.ebuild

there are no KEYWORDS defined for the openocd ebuild. how would it build on any platform then?

It's common for -9999 ebuild which builds it directly from current upstrema subversion to have no keywords.

Add dev-embedded/openocd ** to package.keywords
