That's very likely not the first error that emerge produced. Could you attach the full build log to this bug report, please?
Created attachment 150721 [details] sys-fs:ntfsprogs-2.0.0-r1:20080423-124957.log The full build log.

while this is indeed a bug in ntfsprogs, i'd question your usage of USE=minimal at a global level. surely you dont want to be doing this on any desktop system.
I have USE="minimal" at /etc/make.conf, but I disable this flag for specific packages at /etc/portage/package.use: # grep '\-minimal' /etc/portage/package.use net-im/pidgin msn nas gnutls audiofile custom-cflags console -minimal x11-wm/icewm imlib esd pager -minimal x11-base/xorg-server -minimal app-editors/vim -minimal x11-apps/xinit -minimal sys-libs/ncurses -minimal sys-apps/iproute2 -minimal xfce-base/xfdesktop -minimal plugins thunar-vfs dev-db/mysql -minimal latin1 xfce-base/xfce4 -minimal dev-libs/libcdio -minimal I have 4 systems configured similar to this, and they have been working well. Do you think it is somewhat "dangerous"? I can do the other way around, disabling it at the global level, and enabling for some specific packages.
USE=minimal gets added to random packages in random ways ... unless you always review every package you merge for USE=minimal usage, you're probably going to get bit by random binaries suddenly going missing fixed ntfsprogs-2.0.0-r1 in the tree http://sources.gentoo.org/sys-fs/ntfsprogs/ntfsprogs-2.0.0-r1.ebuild?r1=1.2&r2=1.3
