In a fresh install of app-admin/sudo-1.6.9_p15 I get the following behaviuour:
$ sudo -l
sudo: parse error in /etc/sudoers near line -1

The installation is really unmodified, and I whiped /etc/sudoers before reinstalling.

Reproducible: Always

Steps to Reproduce:
sudo -l # as non-root
Actual Results:  
sudo: parse error in /etc/sudoers near line -1


Expected Results:  
a list of allowed commands

Reducing sudoers to:
Defaults        env_reset
root    ALL=(ALL) ALL

did not help.

Please reopen if this is still a problem with 1.7.0 or later.
