I am requesting for krusader ebuild (for kde4) from current cvs. The best place for adding this ebuild it will be ::kde4-experimental overlay.
The source for cvs can be found here:

Compile and Instalation:

$ cd krusader_kde4
$ cmake -DCMAKE_INSTALL_PREFIX=/usr/ -DQT_INCLUDES=/usr/include/qt4/
$ make
$ su -c "make install"

I don't think so. Ask its developers for a snapshot release or an early beta and I'm sure you'll find someone to include it.
