One of HAVE_GNOME_DOC_UTILS_{TRUE,FALSE} is only defined when compiling with gnome, but configure checks for it even when run with --without-gnome. checking for glade... yes checking for gthread... yes Using config source xml:merged:/etc/gconf/gconf.xml.defaults for schema installa tion Using $(sysconfdir)/gconf/schemas as install directory for schema files checking if the linker (/usr/x86_64-pc-linux-gnu/bin/ld -m elf_x86_64) is GNU ld ... yes configure: error: conditional "HAVE_GNOME_DOC_UTILS" was never defined. Usually this means the macro was only invoked conditionally. I'm guessing this is an upstream bug.

I've been backporting some of our fixes upstream and thought this was fixed. I'll have a look.
If it helps, I'm getting this even though app-text/gnome-doc-utils-0.12.2 is installed (I have -gnome in my use flags however)
fixed in 4.7.3 without a bump.
