There's a space between #! and /sbin/runscript. That causes the dependency generator to miss it, which is what you're seeing here. That's also why it's not reported by rc-status. I've comitted a patch to the openrc repo to fix this. You can either wait for the next openrc version, get Cardoe to patch openrc in portage with it or bump noip-updater to remove the space. Either works :)
