Bug 217096 – add unicode support to dev-perl/Curses (needs version bump)

dev-perl/Curses does not really work with wide characters at the moment. A newer version than the one in the tree apparently has some support which can be easily selected through some environment variables while building.

Requesting a version bump to dev-perl/Curses-1.23 (just copying the old ebuild works).

Will attach patches soon...

A patch for the 1.15 ebuild to support unicode in 1.23.

And the modified Curses-fixes patch. A blank line was deleted, causing the old patch to fail.
