Trying to logout, shutdown, restart or anything under "leave" in the kmenu does not bring up any dialog.  I'm not sure what information to include to help with this problem.

I've hit this problem as well. Worse, it's a random incident.
Another related issue is that when I can select the reboot or shutdown button, some apps catch the request and either can cancel it (kamix does this the first time) or open a dialog box and postponne it unless the confirm button is pressed (krdc does this all the time).
Not sure what we can do about it, other than report it upstream.

I've come across http://bugs.kde.org/show_bug.cgi?id=157433 when searching for the reported bug and http://bugs.kde.org/show_bug.cgi?id=158378 which is about pressing an option in the menu without any consequences.

http://bugs.kde.org/show_bug.cgi?id=138670 and http://bugs.kde.org/show_bug.cgi?id=151201 seem to be related to the krdc issue.

there no kde 4.0.x in tree anymore so i close this bug
