The file profiles/arch/powerpc/ppc64/package.mask should be moved to the 64bit-userland profile (that should be profiles/default/linux/powerpc/ppc64/2008.0/64bit-userland/)

The file masks sys-libs/libstdc++-v3 and <sys-devel/gcc-4.1, but the first is needed for 32bit userland. dev-java/ibm-jdk-bin for example shows why the current location is bad (with 32bit UL we use sys-libs/libstdc++-v3 and with 64bit UL we use sys-libs/libstdc++-v3-bin):

wolf31o2: I'm CC'ing you, because I want to be sure to move the file to the correct location. You might or might not update this in the 2008.0 snapshot. It shouldn't effect any packages that we build for the release so you decide.

OK, I fixed this in the tree and the release snapshot.  I'll really need to come up with a slightly better way of handling this, but this works for now.
