Under the Variable description, for LICENSE is stated :
If the license does not allow redistribution, make sure you place RESTRICT="nomirror" in the ebuild.

man 5 ebuild states instead that mirror should be used. 

Reproducible: Always



Expected Results:  
Developers should be told to use
RESTRICT="mirror"
