*Installation [OK] but fails if you have FEATURES=test on app-text/po4a see bug http://bugs.gentoo.org/show_bug.cgi?id=203231
*No test
*Functionality: [FAIL]
I downloaded a skype deb file to test with dpkg.
# wget http://download.skype.com/linux/skype-debian_2.0.0.68-1_i386.deb
# dpkg -h works.
# dpkg --version works.
# dpkg --license fails!. dpkg: cannot open GPL file: No such file or directory
# dpkg --unpack skype-debian_2.0.0.68-1_i386.deb fails,
dpkg: failed to open package info file `/var/lib/dpkg/status' for reading: No such file or directory
tried doing:
# touch /var/lib/dpkg/status
# touch /var/lib/dpkg/available
# touch /usr/sbin/update-rc.d
# chmod +x /usr/sbin/update-rc.d
# dpkg -i --instdir=/root/dpkg/ skype-debian_2.0.0.68-1_i386.deb dpkg: error processing skype-debian_2.0.0.68-1_i386.deb (--install):
package architecture (i386) does not match system ()
Errors were encountered while processing:
 skype-debian_2.0.0.68-1_i386.deb

At least now it works...

Try something most simple I get a package from debian without deps tnftp:
# wget http.us.debian.org/debian/pool/main/t/tnftp/tnftp_20050625-0.2_amd64.deb

# mkdir /root/dpkg
# dpkg -i --instdir=/root/dpkg tnftp_20050625-0.2_amd64.deb
dpkg: error processing tnftp_20050625-0.2_amd64.deb (--install):
package architecture (amd64) does not match system ()
Errors were encountered while processing:
 tnftp_20050625-0.2_amd64.deb

FAILS, I'm not able to make this work, Do I miss something?
