The latest gphoto2 fails to merge correctly due to built_with_use command not being found.

Reproducible: Always

Steps to Reproduce:
1. emerge -av gphoto2

Actual Results:

Expected Results:  
Successful merging of gphoto2

I ensured the exif flag was set, and I remerge libgphoto2, but still no luck.
