The cross-compilation of quagga using a minimal uclibc system root fails because of missing libreadline. If I add readline to the system before emerging quagga, then the compilation is OK.
Please, add sys-libs/readline to quagga dependencies.

Fixed w/o revision bump in all quagga versions.
