net-analyzer/nagios-plugins with USE=postgres depends on dev-db/postgresql, it should depend on dev-db/libpq

Filing these bugs now only to get the stuff changed yet again in a couple of weeks for the reworked postgresql ebuilds really doesn't make much sense.

I have no idea about any changes to postgresql ebuild, I'm filling bugs because there are things that I think that should be fixed.

the postgresql ebuilds are going to be slotted soonish (or converted to be able to slot postgres installations, whatever you would call it) - anyway it's a bug *now* and for this reason i'll fix this. gimme a few hours.
