That looks extremely lagged, you need to sync every four hours:

It's now 23rd March and it was around 15:25 when I checked :)

I think that timestamp has some problems. 

we are syncing 6 times a day(sync every four hours) and our gentoo mirror is up-to-date.

please check again ftp://ftp.daum.net/gentoo/

ps. I've set up our server to rsync with rsync://ftp.kaist.ac.kr/gentoo/

KAIST 것을 쓰시면 원본의 Timestamp보다 늦은 Timestamp를 받을 수 밖게 없게 될 것입니다. (물론, Gentoo의 공식 문서데로 해도 좀 그런 면이 있겠지만.)

그리고 아마도 3에서 12 계월 정도 기다리셔야 등록이 될 거 같습니다.
(등록 절차를 실행하고 나서 IRC에 갔더니 그 정도 걸린다고 무조건 기다리고만 있으면 되니 기다리라고 하더군요 저의 경우도...)
