Amarok is "impatient" in connecting to Shoutcast streams.
Many Shoutcast stations in the playlist must be clicked 2-3 times to connect.
The thread in the URL explains the problem in more detail.

Please guide as to what steps we may take before reporting the bug upstream.

No need to report at all. It's a known misbehaviour of shoutcast servers that xine cannot handle.
