fail2ban-0.8.2.diff

- CHANGELOG renamed to ChangeLog
- need to create /var/run/fail2ban else fail2ban won't start
- removed pkg_setup() check about readline since ChangeLog states it can now also work without readline support: "readline is now optional in fail2ban-client (not needed in fail2ban-server)" I didn't test this though.

It appears I initially committed the wrong ebuild, namely basically the same as the 0.8.1 ebuild. I am sorry if I have caused anyone inconvenience. I committed the changes that Timo proposed now.
