I have some problems with xkeyboard-config and using alterante package - x11-misc/xkbdata-1.0.1 - works for me. But when updating xorg-server, the xkeyboard-config gets pulled in which results in blocked packages.

There should be an alternative dependency on x11-misc/xkeyboard-config or x11-misc/xkbdata.

Reproducible: Always

Steps to Reproduce:
1. emerge -C xkeyboard-config
2. emerge xkbdata
3. emerge -u xorg-server

Actual Results:  
[ebuild     U ] x11-base/xorg-server-1.4.0.90-r3 [1.3.0.0-r5] USE="hal%* (-nptl*)" VIDEO_CARDS="(-amd) (-vermilion) (-xgi)"

[blocks B     ] x11-misc/xkbdata (is blocking x11-misc/xkeyboard-config-0.9)
[blocks B     ] x11-misc/xkeyboard-config (is blocking x11-misc/xkbdata-1.0.1)

Expected Results:  
should update xorg-server with xkbdata package

No, sorry. xkbdata is unsupported, deprecated and pending removal for Bug 196650.
