I have some problems with xkeyboard-config and using alterante package - x11-misc/xkbdata-1.0.1 - works for me. But when updating xorg-server, the xkeyboard-config gets pulled in which results in blocked packages. There should be an alternative dependency on x11-misc/xkeyboard-config or x11-misc/xkbdata.
