With xulrunner-1.9_beta4-r1 the following command:

pkg-config --libs-only-L mozilla-gtkmozembed

results in: -L/usr/lib64/xulrunner-1.9/lib -L/usr/lib64/nspr

However, the directory /usr/lib64/xulrunner-1.9/lib does not exist, and instead the shared libraries are installed in /usr/lib64/xulrunner-1.9
