As it stands when a developer retires he just loses his cloak. If a retired developer should stay on an access list that means the access list has to be modified by each channel maintainer individually. Plus, it's just sad to lose your cloak after all the work you put into Gentoo. :( Rather, why not give retired devs gentoo/contributor cloaks by default unless circumstances warrant outright dropping? If chanserv access lists and invite lists contain *!*@gentoo/*/nick then the list maintainer doesn't have to do anything to keep a retired dev's access unchanged.
Most access lists are done by nick, not by cloak. Also I do not think we should hand out contributor cloaks to a person after they state "I can no longer contribute, please retire me." Seems to contradict the meaning.
