right now installing cgiirc from portage doesn't seem to provide a workable .htaccess out of box, using something like the gitweb layout and .htaccess should work better.

that's because .htaccess files are not allowed in /cgi-bin/ by default ... cgi files should be executable, which i have fixed for cgiirc-0.5.9
