In line 98, /usr/lib/util-vserver/vserver-build.debootstrap there is the definition of DEBOOTSTRAP_DIR:

        export DEBOOTSTRAP_DIR=`pwd`/usr/lib/debootstrap

However, DEBOOTSTRAP_DIR has changed to `pwd`/usr/share/debootstrap, at least in debootstrap_1.0.8_all.deb (the version util-vserver wants to fetch is no longer on the mirrors)
