Fine, then mark it as a duplicate for a bug that says we need a kdebindings monolithic package... My point was that it has nothing to do with bug 210942.

This is not correct. You can very fine run e.g. monolithic kdebase and kdepim and split ebuilds from other kde packages on top of it. This is a valid bug, coming from replacing the deprange-dual() call with a hard dependency on kwin.
