With the new virtual/lapack and virtual/blas shouldn't the ebuilds providing for this virtual have a PROVIDE="virtual/lapack" set?

There is something in the respective Changelogs about removing PROVIDE but no reason given.

AFAIK not having the PROVIDE means that every time I install a package that wants virtual/lapack portage will try and install lapack-reference even if I have say lapack-atlas which is not what we want to happen?!

No, there's nothing missing, switched to new-style virtuals.
