when I start gnome-power-manager, it always resets /sys/devices/system/cpu/cpu0/cpufreq/ondemand/ignore_nice_load flag to 1
the key /apps/gnome-power-manager/cpufreq_consider_nice in gconf should control this, but it doesn't

Reproducible: Always

Steps to Reproduce:
1.set flag /apps/gnome-power-manager/cpufreq_consider_nice in gconf-editor
2. run gnome-power-manager
Actual Results:  
/sys/devices/system/cpu/cpu0/cpufreq/ondemand/ignore_nice_load is 1

Expected Results:  
/sys/devices/system/cpu/cpu0/cpufreq/ondemand/ignore_nice_load is 0

found out, that the key /apps/gnome-power-manager/cpufreq/consider_nice in gconf controls that.
