infobash ebuild missing

This is my first ebuild. I know it is minimal, I'll try to improve it and upload a better one. At the moment it just created /usr/bin/infobash and /etc/infobash.conf. In the future it should get some use flags and other parts of the package are going to be added to the ebuild. I'll also check for another download server than the debian one because the debian one does not provide the original package.
