As of yesterday (5 feb), kde-4.0.1 bug-fix release is available

Please only create version bump bug reports after an appropriate amount of time
has passed ( ie. so you can be pretty sure that the dev's have missed the new
release).  

Kde is a large set of packages and I could never imagine the kde dev's would
have the ability to bump all their packages and provide a basic level of
testing within one day.  The gentoo dev's were also well aware the release was
coming, therefore this bug really provides no benefit at all.

them.

We're working on this and intend to provide the updated ebuilds very soon. (Most of them are done.)

There's no need to file version bump bugs for KDE itself at all.
