As a workaround, set PREFIX_PORTAGE_DONT_CHECK_MY_REPO to some value (in your etc/make.conf), and hope together with me that infra will retain http access to overlays.

That's unfortunate, please feel free to use this bug as a meta-bug if anyone else complains. I would hate to see http access shut off..That would be a huge dis-service to the project based on the (known)user base using prefix. =/
This bug is going to be a meta bug, and used as "backup" in case infra is unwilling to retain http access. However at the current state its way too early to assume they are.
+1 for http{,s}, we have a firewall here too. Another mail to -dev didn't make it through for unknown reason.

I need the http protocol too, to use the prefix overlay behind a http proxy.
