I have setup an rsync server following the directives in the Rsync mirror docs. Server is located in a datacenter in Chicago, IL, USA. Bandwidth provided by Yipes! Reproducible: Always Steps to Reproduce:

The last rsync was "Tue, 03 Jun 2003 02:59:00 +0000" and should have been 03:30. Can you check for errors and confirm that ntp is running? Thanks.
The time had a 86 seconds offset. Time is now syncronized daily with a cron job.
I've added 66.227.104.102 to the access list for rsync1.us.gentoo.org. Please update your rsync cron jobs to point to rsync1.us.gentoo.org and post back here when you've done so. We'll monitor the server for a couple days to make sure things are working fine and then add it to the rotation. I'd like to verify a few other details. The upstream connection, max users and system hardware. Thanks.
It is now syncing with rsync1.us.gentoo.org Server is in a large datacenter, available network bandwidth may vary but it has a fully burstable 10 mbits port.. Max connections is set to 20 but I might lower it a bit if necessary. 2392.06 bogomips celeron with 512mb ram..
I just added this to the main rotation as rsync13.us. You should start seeing traffic within ~24hrs or so. I've added <cedric@neopeak.com> to our gentoo-mirrors mailing list (low volume). This list is used to discuss mirror-related issues. Thanks for supporting Gentoo.
