during emerge bitkeeper on a stable tree it tells the user to download bitkeeper
3.0 which doesn't even exist on bitmover.com/downloads 

the 3.01 ebuild which is prefix masked should be promoted to stable so that
users can emerge bitkeeper

Reproducible: Always
Steps to Reproduce:
1. emerge bitkeeper
2. go to bitmover.com/downloads
3. download 3.01
4. put it in /usr/portage/distfiles
5. emerge bitkeeper


Actual Results:  
can't emerge bitkeeper do to nonexistant file

Expected Results:  
i should be able to emerge the current version of bitkeeper since the old one no
longer exists
