Mmm. I guess I was assuming that we'd always have pkg-config since it's a build dep of gtk+ etc. But of course strictly we cannot rely on build deps of our build deps because you can install the build deps then clean and only retain the runtime deps. Thanks for the report. Fixed in the haskell overlay, will make it into portage soonish.
