I am using phoenix-cvs so I have little to complain about... but since others are not having this problem(apparently) this might be a gentoo specific permission problem.. Since this problem can completely stop phoenix from starting.. this seems a little high priority(severity) bug.. Please feel free to change its priority if you like.
