The above url has a discussion  thread about a problem I had. I am using
phoenix-cvs so I have little to complain about... but since others are not
having this problem(apparently) this might be a gentoo specific permission
problem.. Since this problem can completely stop phoenix from starting.. this
seems a little high priority(severity) bug.. Please feel free to change its
priority if you like.

Reproducible: Didn't try
Steps to Reproduce:
1.Install the various extensions as described in the discussion.. esp
googlebar,quickprefs, smothwheel... as root
2. Try to open phoenix as user.
3.

Actual Results:  
Phoenix wont start

Expected Results:  
Phoenix should have started

Upstream problem; happens on other distributions as well.
