Possibly similar to Bug 161937.
In the log: PORTDIR_OVERLAY="/usr/portage/local/layman/haskell" We suspect you're using an old copy of the haskell overlay. Spotted by dcoutts. You probably get a warning that the overlay eclasses shadow the ones in portage. Try again without the overlay, or after updating it. PORTDIR_OVERLAY="" emerge dev-haskell/cabal or layman --sync && emerge dev-haskell/cabal Please report back here with the outcome.

I've decided to not use the overlay for the time being. Commenting it out of my /etc/make.conf got things going again. I also rm-rf'd it and added 'haskell' to layman again. The sync proceeded after that. Thanks for your help.
