Installing dev-haskell/cabal fails with output pasted below.
"sed: can't read .setup-config: No such file or directory"
"setup register failed"

Reproducible: Always

Steps to Reproduce:
1. emerge dev-haskell/cabal

Actual Results:

In the log: PORTDIR_OVERLAY="/usr/portage/local/layman/haskell"

We suspect you're using an old copy of the haskell overlay. Spotted by dcoutts.
You probably get a warning that the overlay eclasses shadow the ones in portage.

Try again without the overlay, or after updating it.
PORTDIR_OVERLAY="" emerge dev-haskell/cabal
or
layman --sync && emerge dev-haskell/cabal

Please report back here with the outcome.

darcs pull hung for 24 hours.  Trying some of the suggestions in the wiki.darcs.net FAQ.

Just rm -rf the overlay and let layman get it again.

It having wedged like that would also explain why it was out of date and missing a new function in the haskell-cabal.eclass.

I've decided to not use the overlay for the time being. Commenting it out of my /etc/make.conf got things going again. 

I also rm-rf'd it and added 'haskell' to layman again.  The sync proceeded after that.  Thanks for your help.
