I don't think it is very consistent to maintain bugs entries that are related to packages maintained by overlays.  bugs.gentoo.org should have a mechanism to handle that.

Bugs for whatever overlays on overlays.gentoo.org (not for third-party ones) *do* belong here unless the overlay policy states otherwise.
