emerge fails to install =welcome2l-3.04. The problems is that the file 'welcome2l-3.04-gentoo-r1.patch.bz2' can not be downloaded.
I tried "emerge --sync" but the problems continues. I've also tried different mirrors, but none has the mentioned file.

Reproducible: Always

Steps to Reproduce:
1.emerge --sync
2.emerge welcome2l
3.

Actual Results:  
wget keeps timing out
