When you emerge anope you see this at the end of the process: * Anope won't run out of the box, you still have to configure it to match your IRCDs configuration. * Edit /opt/anope/data/services.conf to configure Anope. The only problem is that that files is not there. equery f anope | grep services.conf reports absolutely nothing either.
