After installing the Horde package (net-www/horde), I run its test web page and get 
the message: 
 
Horde will not run without gettext support.  Compile php --with-gettext before 
continuing. 
 
This would mean that Horde will not work properly if php isn't compiled with the "nls" 
use variable set.  This probably should be caught prior to the attempted horde 
installation.

reopen this later when the new portage comes out with per-package use deps.
there is very little that can be done properly about it.
