There is an existing bug (9449, which was marked as a duplicate of 9268 
because of a separate issue) that shows this as fixed, but I'm still getting 
the same behavior described in Comment #5 of that bug (from 3 months ago).

Yes, this was after the freshest of rsync's.

(Note:  It does still work if you follow the instructions in the error.)

We cant mirror this file due to legal reasons, there is no way around this.
