Balsa *finally* has gpg support but the ebuild doesn't turn this feature on.

Steps to Reproduce:
1. emerge balsa

Actual Results:  
gpgme: off

Expected Results:  
gpgme: on

gpg support is dubbed experimental, i am not convinced we should turn on unstable features. It is easy to edit the ebuild for the people wanting to experiment.
