After a CPU-swap of distcc-server my notebook is faster than that server.
So I commented lines
MAKEOPTS="-j10"
FEATURES="distcc" at make.conf
istead uncommented
MAKEOPTS="-j4"
and shutdown distcc daemon
etc/init.d/distccd stop

Tried to emerge splashutils with command
emerge -av splashutils splash-themes-gentoo splash-themes-livecd
Got an error. With uncommenting FEATURES="distcc" emerge complete successfully, even with distccd stopped.

Reproducible: Sometimes

Steps to Reproduce:
1.Install a distcc. Configure it's environment.
2.Comment FEATURES="distcc" at make.conf
3.Stop distccd daemon
4.emerge splashutils

Do you have CC or CXX set in your environment?  If so, what are they set to?

No, they are not set.

But I have just finished reemerging everything with
#emerge glibc binutils gcc
#emerge -e system
#emerge -euDN world

and it seems the bug is gone. So, I think it is FIXED.
