The ebuild says that its homepage is http://search.cpan.org/~tomhughtes/ wheras it's http://search.cpan.org/~tomhughes/ (notice the lack of second "t")
Also, there's a newer version available (1.08).

I fixed the HOMEPAGE for all ebuilds. And I committed a 1.09 ebuild.

There are three stable ebuilds for versions that can only be downloaded now from http://backpan.perl.org/authors/id/T/TO/TOMHUGHES/ and one unstable version available on cpan mirrors...

I should take that back: apparently some cpan mirrors have gone bad. The ebuilds are OK, for instance [1] is available from at least some mirrors.
