net-irc/lostirc fails if dev-cpp/gtkmm has been built with USE="-accessibility"

configure: error: Package requirements (gtkmm-2.4 gdkmm-2.4 atkmm-1.6 pangomm-1.4) were not met.
Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively you may set the GTKMMDEPS_CFLAGS and GTKMMDEPS_LIBS environment variables
to avoid the need to call pkg-config.  See the pkg-config man page for
more details.

Just try compiling lostirc when gtkmm has been compiled with "accessibility" USE flag enabled/disabled

This doesn't need any accessibility junk, in fact it doesn't use anything like that at all. Fix attached, also removes the nonsensical use of base.eclass.
