Any idea if/when the 1.07 ebuild for rip will be included in an "emerge sync"?
It's been two months now.

It's frustrating not being able to do "emerge -up world". If I do, then I end up with the older version installed on my machine(s).

Um, what do you mean? It is in the tree already, has been for few month..
If you refer to the fact that it is still in ~arch and not in stable, then I guess this is because of lack of test reports. I cannot find the other bug where it was submitted (it somehow was, because ChangeLog mentions submission), therefore, can you please confirm that it works fine on your system?
I know this can be implied from your message, but I like to be paranoid about stability/security issues ;).

Additional remark.

Bear in mind, that since gentoo has recently hugely expanded in user base and popularity we are heavily overwhelmed with new submissions and other stuff. We are  addressing organizational issues at present, however expect delays in processing non-crytical stuff for a little while more. 
Meanwhile you really should look into using PORTDIR_OVERLAY for keeping your own stuff/updates locally in order to avoid the update inconvinience you mentioned.
