tetex-2 is going to be removed due to tons of security issues, sorry. Upgrade to something maintained.
As Jakub said, we won't change tramp to support such an old tetex version. However, I believe it could work if you just replace texinfo.tex by a recent version. Copy the tramp ebuild to a local overlay, and modify it to put its own texinfo.tex version into the texi subdirectory.
