By default apps that call the openssl library will not use the VIA Padlock hardware encryption unless they are modified. This patch would allow anything calling openssl to use the VIA Padlock engine by default. If we had a "padlock" USE flag for openssl, then we could use it to apply this patch.

Reproducible: Always

Steps to Reproduce:
1. Run an app that calls the openssl lib.



Actual Results:  
Uses software encryption.

Expected Results:  
Uses on board VIA Padlock hardware encryption.
