emul-linux-x86-qtlibs depends on emul-linux-x86-soundlibs with USE="arts".
emul-linux-x86-soundlibs with USE="arts" depends on emul-linux-x86-qtlibs.


Reproducible: Always

Steps to Reproduce:
1. emerge any of the packages (if -soundlibs is emerged, -qtlibs will be pulled in as dependency)

Actual Results:  
Jaguar ~ # emerge -a1 app-emulation/emul-linux-x86-soundlibs

If it's fixed, what does it take to get it keyworded in portage.  Currently,
portage is broken (i.e. I can't expect 'emerge -avtuD world' to work).
