I'd suggest reading the fine man emerge and looking at what --fetch-all-uri means.
emerge --fetch-all-uri ... OK! In fact it is probably a bug of kuroo then (because kuroo had putted all linguages in USE whereas I was asking only for few ones...) And also because it uses --fetch-all-uri of emerge.

Has nothing to do w/ kuroo. --fetch-all-uri (-F) Instead of doing any package building, just perform fetches for all packages (fetch *everything* in SRC_URI irregardless of USE setting).
