hal's ebuild checks for ACPI_PROC_EVENT in kernel configuration, but kernel 2.6.22 doesn't have such option (but the file /proc/acpi/event is presenty anyways).

I'm sorry that this bug wasn't replied to when you filed it. As of now, kernels that old are no longer security-supported and as such shouldn't be running on your system.
