All kernels above 2.5.48 require module-init-tools as a dependancey. Otherwise
modules cannot be built. Please add this as a dependancey to the
development-sources ebuild.

QM_MODULES: Function not implemented

messages are usually a good sign that installing this tool will fix the problem. I'd suggest adding this error message to the Summary to make it easier to search for.
